The Election Commission of India (ECI) has said that internal notes, observations, technical suggestions and differing views among its members are part of the normal decision making process within the constitutional body.
In a press note issued on Wednesday, the ECI said it functions as a multi member constitutional body under Article 324 of the Constitution, statutory rules and established institutional procedures.
The Commission said suggestions and queries raised during the draft stage are part of routine administrative practice and are intended to strengthen electoral processes, ensure legal compliance and safeguard voter rights.
The ECI also stated that differing views and observations are a normal part of deliberations before a final decision is taken. It said Commission officers are also authorised to offer suggestions aimed at improving the electoral system.
Addressing references to internal notes and observations made over a period of 10 months, the Commission said focusing on selected internal documents without considering its wider decisions, approvals, instructions and initiatives gives only part of the picture.
According to the ECI, around 40 new initiatives and several electoral reforms have been undertaken in the past year, including electoral-roll revision exercises and Special Intensive Revision (SIR).
The Commission also highlighted the conduct of major elections and election related exercises in Bihar, Kerala, Tamil Nadu, Puducherry, Assam and West Bengal during this period.
On digital security, the ECI said platforms including ECINet operate under data security protocols, with IT security checks and audit controls intended to prevent unauthorised tampering or manipulation.
The Commission further stated that Electoral Registration Officers and District Election Officers exercise their statutory powers relating to voter registration and deletion in accordance with the law.
The ECI reiterated its commitment to carrying out its constitutional responsibilities and maintaining the integrity of the electoral process.
