The Lok Sabha on Wednesday passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, by voice vote after a stormy debate marked by repeated sloganeering and protests from Opposition members over the alleged NEET-UG 2026 paper leak and police action against student demonstrators.
The amendment strengthens the existing anti paper leak law by introducing stricter punishments for individuals and organized groups involved in examination fraud. The legislation aims to improve the security, transparency and credibility of public examinations conducted by central and state agencies.
Replying to the debate, the government said the amendment was necessary to protect the future of millions of students and ensure fair and transparent examinations. It stated that tougher legal provisions would serve as a strong deterrent against paper leaks and other unfair practices.
Opposition members accused the government of failing to prevent repeated examination irregularities and demanded accountability over the alleged NEET-UG paper leak. Several MPs also raised concerns over police action against students who had protested the issue, leading to repeated disruptions in the House.
Despite the protests, the Bill was passed by voice vote. Following the day’s legislative business and continued Opposition demonstrations, the Lok Sabha was adjourned for the day.
The amended law provides for enhanced penalties, including longer prison terms and higher fines for those involved in leaking question papers, facilitating organized examination fraud, or using technology to compromise the integrity of public examinations. The government said the strengthened legal framework is intended to restore public confidence in India’s examination system.
