The Telangana High Court on Wednesday ordered an interim stay on the state government’s Kalyana Lakshmi and Shaadi Mubarak welfare schemes, directing authorities not to make payments under the schemes until further orders.
The interim order was passed by Justice N.V. Shravan Kumar while hearing a petition challenging the constitutional validity and legal basis of the two schemes.
Petition challenges legal basis of schemes
- The petition was filed by advocate Vijay Gopal, who questioned the manner in which the schemes were being implemented through government orders.
- The petitioner argued that the schemes were not backed by legislation passed by the Telangana state legislature and therefore challenged their legal validity.
- The state government had been directed to file its counter affidavit in the case. According to reports, the government had not filed the counter even after the court had granted additional time.
- After the state sought further time, the court passed the interim stay.
Payments stopped for now
- The court’s interim direction means that payments under Kalyana Lakshmi and Shaadi Mubarak are to remain suspended until the matter is considered further.
- The stay is currently for four weeks, with the next hearing scheduled for September 9, 2026.
- Importantly, the High Court has issued an interim stay, it has not finally struck down the schemes. Their ultimate legal status will depend on further proceedings and the court’s final decision.
What are Kalyana Lakshmi and Shaadi Mubarak?
- The schemes were introduced by the Telangana government to provide one time financial assistance to eligible families at the time of a daughter’s marriage.
- Kalyana Lakshmi covers eligible beneficiaries from communities including Scheduled Castes, Scheduled Tribes, Backward Classes and Economically Backward Classes, subject to the applicable eligibility and income conditions. The Shaadi Mubarak scheme provides assistance to eligible minority community beneficiaries.
- The schemes were originally introduced in 2014. The government has subsequently revised the amount and eligibility provisions through various government orders.
- Under the current framework cited in government documents, the standard one time assistance is ₹1,00,116, while enhanced assistance of ₹1,25,145 is provided for eligible brides with disabilities under the relevant provisions.
Why the order matters
- The High Court’s interim order could affect beneficiaries who are waiting for financial assistance for upcoming marriages or whose applications are awaiting payment.
- However, the order does not mean that the schemes have been permanently cancelled. The court will examine the legal challenge further when the case comes up next.
- The Telangana government will have an opportunity to present its defence and explain the legal basis for continuing the schemes.
Government’s next step
The state government’s response will be important in the next hearing. It is expected to explain the legal and administrative framework under which Kalyana Lakshmi and Shaadi Mubarak have been implemented.
The court will then consider the arguments of both sides before deciding the future course of the case.
