Hyderabad has emerged as a major hotspot for uncollectable enumeration forms under Telangana’s ongoing Special Intensive Revision (SIR) of electoral rolls. With the August 10 deadline approaching, a large number of electors remain classified as absent, shifted or dead, raising concerns about the accuracy of the electoral rolls.
18.45 lakh forms uncollectable
According to the latest figures, around 18.45 lakh enumeration forms in Hyderabad were classified as uncollectable. This represents nearly 39% of the district’s 47.36 lakh electors.
The category generally includes voters who are:
➤ Absent or untraceable
➤ Permanently shifted
➤ Reported dead
➤ Listed more than once or identified as duplicate entries
Greater Hyderabad accounts for 59% of Telangana’s uncollectable forms
The issue is particularly concentrated in the Greater Hyderabad region.
Hyderabad, Rangareddy and Medchal-Malkajgiri together account for approximately 41.5 lakh uncollectable forms, nearly 59% of Telangana’s total 70.85 lakh uncollectable forms.
The high numbers are being attributed to factors including migration, tenants moving frequently, locked houses, gated communities and voters permanently shifting out of the city.
Old City sees 8.64 lakh uncollectable forms
The seven major Old City constituencies Chandrayangutta, Malakpet, Charminar, Nampally, Karwan, Yakutpura and Bahadurpura together have around 8.64 lakh uncollectable forms.
Among them:
➤ Chandrayangutta recorded an uncollectable rate of around 39.13%.
➤ Malakpet recorded around 38.71%.
➤ Bahadurpura had the lowest rate among the seven, at around 26.06%.
Hyderabad has low digitisation
Hyderabad district has completed only around 58.6% digitisation of SIR enumeration forms.
Out of approximately 47.36 lakh forms distributed, around 27.7 lakh had been digitised by August 9.
More than 18.7 lakh electors were classified under the Absent, Shifted or Dead (ASD) category.
Constituencies with high numbers of ASD electors include:
➤ Jubilee Hills
➤ Chandrayangutta
➤ Yakutpura
➤ Karwan
➤ Musheerabad
Telangana-wide situation
Across Telangana, nearly 71 lakh electors have been identified as having uncollectable forms or being potentially affected during the verification exercise.
The broad categories include:
➤ Around 9.1 lakh reported dead
➤ Around 10.3 lakh absent or untraceable
➤ Around 43 lakh permanently shifted
➤ Around 6.6 lakh duplicate entries
These numbers can change as remaining forms are submitted, verified and digitised.
August 10 deadline
The deadline for submitting SIR enumeration forms is August 10, 2026.
Voters who have not yet submitted their forms should contact their Booth Level Officer (BLO) or use the designated online process, where applicable.
Why this matters
The SIR exercise is intended to verify and update electoral rolls. However, the large number of uncollectable forms in Hyderabad has raised concerns about voters who may have temporarily moved, live in rented accommodation, remain away from home or were not contacted during the enumeration process.
Election officials are expected to verify the records before the electoral roll revision is completed. Voters who believe their names have been wrongly excluded will have opportunities to raise claims and objections during the subsequent stages.
