Telangana Chief Minister A. Revanth Reddy has directed state government officials to prepare a comprehensive Child Online Safety Framework to protect children from cybercrimes and ensure access to justice.
The framework will be prepared in consultation with the Telangana High Court and the Telangana State Legal Services Authority (TGSLSA), the Chief Minister said while addressing the inaugural session of the National Legal Services Authority’s South Zone Regional Conference in Hyderabad.
The conference was held with the theme “Justice for Children in Cyberspace.” Supreme Court judges, Telangana High Court judges and Union Minister of State for Law and Justice Arjun Ram Meghwal attended the event.
Focus on Children’s Online Safety
CM Revanth Reddy said protecting children and women remains the highest priority of the Telangana government. He called for greater involvement of parents in developing and implementing the proposed online safety framework.
He urged parents to communicate openly with their children about their internet activities.
“Be curious, not judgemental,” the Chief Minister said.
He also stressed the importance of awareness about emergency support numbers, saying every child and parent should know 1930 for cybercrime and 1098 for child help.
Telangana’s Child Protection System
- The Chief Minister highlighted several initiatives and institutions working to protect children and women, including Bharosa Centres, Child Protection Units, Child Welfare Committees, Special Courts and Legal Services Authorities.
- He said Bharosa Centres provide police support, medical assistance, legal aid and counselling to women and children under one roof.
- He also highlighted Telangana’s SHE-Bharosa Cyber Labs and the CybHER app, which is aimed at helping students and teachers understand online safety. According to the Chief Minister, students are also being encouraged to act as cyber ambassadors among their classmates.
- The CM said the TGSLSA has signed an MoU with the School Education Department to educate children about their legal rights, while more than 3,000 Child Protection Officers have been trained so far.
Justice Beyond Conviction
Speaking about the broader purpose of child protection, Revanth Reddy said justice should not be limited to convictions.
“Justice is not only about conviction. It is about restoration. It is about dignity. It is about giving back children their childhood.”
He said the internet and artificial intelligence have brought significant benefits but can also expose children to misinformation and other risks.
According to the Chief Minister, the internet did not create crimes against children but has made it easier for such crimes to be organised on a global scale.
Bonded Labour Legal Aid Scheme Launched
- During the event, the Chief Minister also launched the TGSLSA Freedom from Bonded Labour – Legal Aid, Rescue, Rehabilitation and Re-integration Scheme, 2026.
- The scheme is intended to provide a simple mechanism for reporting bonded labour incidents and increasing awareness about the legal rights of affected workers.
- Revanth Reddy reaffirmed the state government’s support for Legal Services Authorities and called for their services to reach people across every district and village.
- He expressed confidence that the recommendations emerging from the South Zone Regional Conference would help strengthen child protection and legal support systems not only in Telangana but across the country.
