Hyderabad Lags in Digitisation Despite 95% SIR Form Distribution

Hyderabad: Although election officials have successfully distributed Enumeration Forms (EFs) to more than 95% of registered voters in Hyderabad as part of the Special Intensive Revision (SIR) 2026 of electoral rolls, the city is falling significantly behind in digitising the collected data, raising concerns over the pace of voter roll revision.

According to the latest data from the Telangana Chief Electoral Officer (CEO), Hyderabad has 47.36 lakh registered voters, of whom 45.03 lakh (95.08%) have received Enumeration Forms through Booth Level Officers (BLOs). However, only 2.11 lakh forms, or 4.46%, have been uploaded to the digital system so far, making Hyderabad one of the slowest-performing districts in Telangana in terms of digitisation.

The Special Intensive Revision (SIR) is a statewide exercise aimed at updating and verifying the electoral rolls ahead of future elections. Under the programme, BLOs conduct door to door visits, distribute forms, collect voter information, and upload the data to the Election Commission’s digital platform for verification and preparation of the revised electoral rolls. While form distribution has progressed rapidly, digitisation remains a major challenge in urban areas.

Election officials attribute Hyderabad’s slow progress to several factors, including the city’s high population density, frequent migration, changing residential addresses, large apartment complexes, and the difficulty of locating voters using older electoral records. These urban challenges have made both voter verification and digital processing more time-consuming than in many rural districts.

In contrast, several districts have made much faster progress in digitisation. Yadadri Bhuvanagiri has crossed the 50% mark, while Nalgonda and Khammam have also recorded significantly higher digitisation rates. Hyderabad’s neighbouring districts, Medchal, Malkajgiri and Rangareddy, are also progressing slowly, highlighting the broader challenges faced by urban regions.

Across Telangana, the SIR exercise has achieved nearly complete distribution of Enumeration Forms, but digital uploading is still underway in many districts. Election authorities have instructed district officials and Booth Level Officers to accelerate digitisation so that the revised electoral rolls can be be completed within the stipulated timeline.

The Election Commission has also urged political parties and voters to cooperate with Booth Level Officers during the verification process to ensure that voter records remain accurate and up to date before the final electoral rolls are published.
