Bengal’s Minorities Face Budget Cuts as BJP Defends New Spending Priorities

West Bengal Legislative Assembly

The first full budget presented by the BJP government in West Bengal has sparked a political debate after significant reductions in funding for the Minority Affairs and Madrasa Education Department. Opposition parties and minority leaders have alleged that the cuts could negatively affect education and welfare programmes for minority communities, while the government says it is redirecting resources toward broader development priorities.

Sharp Reduction in Minority Affairs Allocation

Finance Minister Swapan Dasgupta allocated ₹2,165.42 crore to the Minority Affairs and Madrasa Education Department in the 2026-27 budget. This is substantially lower than the ₹5,713 crore allocated by the previous Trinamool Congress (TMC) government in its vote on account budget earlier this year.

The budget also includes a 50% reduction in funding for madrasa education, reflecting the BJP government’s stated shift away from what it has long described as “appeasement politics.”

Opposition Criticises the Decision

Opposition leaders have argued that the reduction in funding could affect scholarships, educational programmes and welfare initiatives benefiting minority communities.

Leader of the Opposition Ritabrata Banerjee said the budget does not reflect the principle of “Sabka Saath, Sabka Vikas,” while TMC leaders said the previous government had invested heavily in welfare programmes for all communities, including minorities. Minority leaders also expressed concern that reduced funding could place financial pressure on institutions serving minority populations.

BJP Defends Budget Priorities

The BJP government has defended the budget, saying it focuses on economic growth, employment and infrastructure for all residents of West Bengal.

Major announcements include:

  • Recruitment for 1 lakh government jobs, with 33% reserved for women.
  • A 20 percentage point increase in Dearness Allowance (DA) for state government employees.
  • ₹36,000 crore for the Annapurna Yojana women’s welfare scheme.
  • Increased investment in Healthcare, Education, Infrastructure and Industrial development.
  • Plans to create five new districts to improve administration.

Debate Over Law and Order

The claim that minorities are “dealing with violence under BJP” remains politically contested. While there have been reports of communal and political violence in West Bengal in recent years, political parties differ over the causes and responsibility. Opposition parties have accused the BJP government of failing to protect minority communities, while the BJP rejects those allegations and says it is committed to maintaining law and order for all citizens.

No official data has established that minority communities are being systematically targeted as a direct result of BJP government policies. Allegations regarding violence continue to be part of an ongoing political debate.

Looking Ahead

The budget marks a significant policy shift under West Bengal’s BJP government. Supporters argue it prioritises jobs, infrastructure and economic development, while critics believe the sharp reduction in minority related spending could adversely affect education and welfare programmes for minority communities.

The budget is expected to remain a major political issue as its impact on welfare programmes and public services becomes clearer in the coming months.
