Telangana Director General of Police (DGP) C.V. Anand reviewed the implementation of the new criminal laws and crime investigation performance of police units that have been lagging behind in the State’s assessment.
During a special review meeting at the CID office with Commissioners of Police, Superintendents of Police and other senior officers, the DGP directed the concerned units to improve investigation quality, case disposal, conviction rates and overall crime control.
Focus on New Criminal Laws
- C.V. Anand stressed that stronger performance by individual police units would be essential for Telangana to improve its ranking at the national level.
- The meeting reviewed the implementation of key provisions and digital systems under the new criminal laws, including Zero FIR, e-Sakshya, e-Summons, Nyaya Shruti, online charge sheets and the Interoperable Criminal Justice System (ICJS).
- The DGP also emphasised completing investigations within the prescribed 60 and 90 day periods, wherever applicable.
Six Key Areas Reviewed
- The review focused on six major areas, including disposal of cases under investigation, tracking of sexual offence cases, pending trial cases, registration of FIRs at the scene of offences and effective use of e-Sakshya.
- Officers were asked to identify difficulties at the field level and take corrective measures to improve performance.
Units Asked to Improve Performance
- According to the review, Mulugu district ranked first in Telangana in the implementation of the new criminal laws, followed by Jayashankar Bhupalpally and Ramagundam Commissionerate.
- The DGP directed Malkajgiri, Hyderabad, Nizamabad and Karimnagar Commissionerates to improve their performance.
- Mahabubnagar, GRP Secunderabad and Yadadri Bhuvanagiri were among the units identified as lagging in implementation. The reasons for the shortfall were also reviewed.
Greater Use of CCTNS Data
- The DGP called for greater use of data generated through the Crime and Criminal Tracking Network and Systems (CCTNS) to identify crime patterns and develop preventive measures.
- Special attention was directed towards cybercrime, NDPS cases and repeat offenders.
- Officials also raised technical difficulties faced at the unit level. Anand said specialised training would be arranged wherever necessary to improve staff understanding of the new criminal laws and related technology.
Scope to Improve National Ranking
- Telangana currently has a score of 60.15 in the national-level assessment of implementation of the new criminal laws.
- The DGP said there is considerable scope to improve the State’s position by strengthening the implementation of Zero FIR, online charge sheets, e-Sakshya, e-Summons and Nyaya Shruti.
- He called for coordinated efforts to improve crime control, investigation standards and conviction rates. A fresh video conference will be conducted to review the progress of the police units.
The meeting was attended by CID Director Charu Sinha, Hyderabad Commissioner of Police Sajjanar, Cyberabad Commissioner of Police Ramesh, IG Multi Zone-I Chandrashekar Reddy, CID DIG Parimala Hana Nutan and other senior police officials.
