Telangana Chief Secretary Sanjay Jaju has directed officials to complete the digitisation of government employees records through the e-Human Resource Management System (e-HRMS) by October 15.
The directive was issued during a review meeting with senior officials from various government departments on the implementation of e-HRMS and digital governance processes.
Under the initiative, information relating to government employees, including recruitment details, service records, salaries and allowances, promotions, Annual Confidential Reports (ACRs) and other employee related services, will be maintained on a single digital platform.
Officials informed the Chief Secretary that data relating to around 3.48 lakh government employees across Telangana is being entered into the e-HRMS. Around 93 per cent of the data covering 38,710 offices has already been completed.
Jaju instructed officials to finish the remaining digitisation work by October 15.
Government Approvals to Move to Digital Mode
- The Chief Secretary also directed departments to move towards issuing government approvals and orders entirely through digital systems in the future.
- The Finance Department has been asked to make e-Sanction orders fully digital and integrate systems so that financial services, sanctions and payments can be processed online.
- He also directed officials to shift the technical approval process for government development works to digital platforms, covering the process from the Assistant Engineer (AE) to the Chief Engineer (CE) level.
Focus on Transparent DBT Processing
- The Chief Secretary further directed officials to ensure that Direct Benefit Transfer (DBT) sanctions to beneficiaries are processed transparently using Aadhaar based authentication.
- He said digital systems should help improve transparency, speed and efficiency in government administration.
Nodal Officers for Digital Governance
- Each government department has been directed to appoint a Nodal Officer to oversee the implementation of e-HRMS and other digital processes.
- Jaju stressed the need for coordination between departments so that technical or operational issues arising during the transition to digital systems can be resolved quickly.
- According to the government, the wider digitalisation initiative is aimed at improving the delivery of government services and providing further support to the Ease of Doing Business initiative in Telangana.
- The meeting was attended by several Special Chief Secretaries, Principal Secretaries, Secretaries and senior officials, including Special Commissioner, Information and Public Relations, Mukunda Reddy.
