Telangana election authorities have tightened the verification process under the Special Intensive Revision (SIR) of electoral rolls, directing voters whose records have been flagged as “No Mapping” or other anomalies to appear before designated hearing officers with original documents.
The instructions have been issued to election officials across Telangana as part of the ongoing verification of the electoral rolls.
What does “No Mapping” mean?
- During the SIR exercise, election officials attempted to match current voter records with the earlier 2002 electoral rolls.
- Some voters could not be linked to the earlier records. These voters have been categorised as “No Mapping.”
- The draft electoral roll identified around 31.86 lakh voters in the No Mapping category, while another 60.50 lakh voters were identified with various anomalies. Together, around 92.36 lakh voters were placed in categories requiring further verification.
- Importantly, being classified as “No Mapping” does not automatically mean that a voter will be deleted. The verification process gives voters an opportunity to establish their eligibility and resolve discrepancies.
What happens after receiving a notice?
Voters who receive an SIR notice will be informed about:
➤ The reason for the notice
➤ Date and venue of the hearing
➤ Documents required for verification
➤ Procedure for submitting supporting documents
Booth Level Officers (BLOs) are expected to assist voters and explain the verification process.
Personal appearance is important
For No Mapping and other anomaly cases, voters may be required to appear before the hearing officer and produce original documents.
Officials may verify:
➤ Voter identity
➤ Electoral roll details
➤ SIR mapping status
➤ Discrepancies in the voter record
➤ Supporting documents
The voter will also have an opportunity to explain why their record could not be mapped or why a discrepancy exists.
BLOs to record attendance
BLOs have been instructed to remain present during hearings and document the verification process.
The process may include:
➤ Recording voter attendance
➤ Capturing photographs
➤ Uploading supporting documents through the official application
➤ Checking document and identity details
BLO supervisors will also conduct additional verification of the work carried out by BLOs.
Who may receive a notice?
Not every voter in Telangana will receive an SIR notice.
Notices may be issued in cases involving:
➤ No Mapping with the 2002 electoral roll
➤ Duplicate entries
➤ Demographic discrepancies
➤ Missing information
➤ Mismatched SIR references
➤ Other anomalies identified during the revision
What if a voter cannot attend personally?
- Certain voters may be eligible for exemption from personal appearance, including some elderly persons, people who are out of station and certain other categories.
- In eligible cases, a family member or authorised representative may be permitted to appear on behalf of the voter, subject to approval from the concerned election authority and submission of the required original documents.
What about voters who did not submit the enumeration form?
Eligible voters who did not submit their enumeration forms may have an opportunity to seek inclusion through Form 6 along with the required declaration during the claims and objections process.

What should voters do?
➤ Check their name and details in the draft electoral roll.
➤ Check whether they have received an SIR notice.
➤ Do not ignore an official notice.
➤ Read the reason for the notice carefully.
➤ Keep the required original documents ready.
➤ Attend the hearing on the specified date if required.
➤ If unable to attend, contact the concerned ERO/AERO regarding possible representation.
➤ Keep acknowledgement or copies of documents submitted.
