Telangana Pushes Major Road Development Under Hybrid Annuity Model

Hyderabad: The Telangana government has announced a major expansion of its road infrastructure programme under the Hybrid Annuity Model (HAM), aiming to improve connectivity across the state. The ambitious plan will cover nearly 5,824 kilometres of roads with an estimated investment of ₹11,399 crore.

Officials said the project is designed to upgrade and widen key state highways and district roads while ensuring steady funding through a dedicated debt mechanism. Under the HAM system, construction costs will be shared between the government and private developers, reducing the financial burden on the state while accelerating project execution.

According to government sources, the new road network will strengthen links between rural areas and urban centres, making travel faster and safer. Improved connectivity is expected to support agriculture, industry and trade by reducing transport costs and improving access to markets.

The dedicated debt mechanism will allow the state to raise funds specifically for road development, ensuring that payments to contractors remain timely and projects do not face delays due to budget constraints. Authorities believe this financial structure will attract private participation and improve efficiency in project delivery.

Engineers involved in the programme said modern design standards will be followed, including better drainage systems, stronger pavement layers, and improved safety features such as proper signage and lighting. The focus will also be on long term durability to minimise future repair costs.

The project is part of Telangana’s broader infrastructure strategy, which prioritises roads, irrigation, and urban development to support economic growth. Once completed, the HAM road network is expected to significantly reduce travel time between districts and boost regional development.

The government is expected to roll out the projects in phases, with tenders being issued for different road stretches over the coming months. Monitoring systems will be put in place to ensure quality and timely completion.

With this initiative, Telangana aims to create a modern road network capable of meeting rising traffic demands and supporting future development needs.
