Legal Responsibilities Under the MV Act
Here’s what every vehicle owner must follow:

1. Valid Driving License

  • Must carry a valid driving license appropriate for the vehicle category.
  • Learner’s license holders must display “L” boards.

2. Vehicle Registration & Documents

  • The vehicle must be registered with a Regional Transport Office (RTO).
  • Keep a valid RC (Registration Certificate), Pollution Under Control (PUC) certificate, Insurance, and Driving License.

3. Roadworthy Vehicle

  • Regular maintenance and fitness (especially for commercial vehicles) is mandatory.
  • Tampering with safety systems (like removing silencers or installing pressure horns) is illegal.

4. Proper Number Plates

  • Display High-Security Registration Plates (HSRP) as mandated.
  • No fancy fonts, symbols, or unauthorized stickers (like “VIP,” “MLA,” or “Police”) are allowed.

What’s NOT Legal Under the MV Act
1. Unauthorized Stickers (PRESS, POLICE, VIP, etc.)

  • Only authorized personnel can display identity stickers.
  • Misuse of such tags for undue advantage (like avoiding tolls or checks) is punishable.

2. Modified Vehicles

  • Extreme body modifications, loud exhausts, high-power headlamps, or altered dimensions without RTO approval are prohibited.
  • Violation: Can lead to fine and even RC cancellation.

3. Triple Riding / Overloading

  • Carrying more passengers than permitted is dangerous and illegal.
  • Applies to both bikes and commercial transport vehicles.

4. Mobile Phone Usage While Driving

  • Using phones (even hands-free) while driving can lead to fines and license suspension.

5. Drunk Driving

  • Breathalyzer tests can be conducted.
  • Offenders face immediate suspension, court trial, and hefty fines or jail.

6. Driving Without Insurance

  • It is mandatory to have at least third-party insurance to drive any vehicle on Indian roads.

Special Attention to Two-Wheeler & Youth Riders

  • Helmets are compulsory for both rider and pillion.
  • No racing, wheelies, or stunt riding on public roads.

 

Telangana RTA M‑Wallet Carry Documents Digitally
The Telangana Transport Department offers an official mobile application called RTA M‑Wallet, launched in March 2016. This app allows vehicle owners and drivers to store digital copies of essential documents including Driving License (DL), Registration Certificate (RC), and insurance certificates directly on their smartphone. During police or RTA checks, motorists can legally present the app instead of carrying physical documents, and these are accepted as valid proof under state rules

While highly convenient, users should be aware that insurance renewals may sometimes reflect late in the app’s system, which could lead to confusion during inspections. It’s advisable to keep a recent printed copy or xerox backup until the app data is fully synced

Many motorists also report that screenshots from the official RTA M‑Wallet app have been accepted by Hyderabad traffic police without issue, provided the app shows authentic records

Traffic Police & E-Challan Enforcement in Telangana
In Telangana, the Traffic Police and Road Transport Authority (RTA) use modern surveillance systems and digital tools to enforce traffic rules. Some key methods include:

  • AI-based surveillance cameras to detect violations (like signal jumping, triple riding, no helmet)
  • E-challan system for automatic and manual fines
  • Mobile POS machines for on-the-spot payments
  • Vehicle towing for no-parking and unauthorized halts
