Qatar’s Permanent Residency

Qatar is one of the few Gulf countries that allows expatriates to apply for Permanent Residency (PR). It offers long-term security and exclusive rights beyond a standard residence permit. However, the process is selective and limited.

1️. Who Can Apply for Qatar PR?

  • According to Law No. 10 of 2018, the following categories can apply:
  • Expatriates who have lived in Qatar for 20 years (if born outside Qatar).
  • Expatriates born in Qatar with 10 years of continuous residence.
  • Children of Qatari women married to non-Qataris.
  • Non-Qatari spouses of Qatari citizens.
  • Children of naturalized Qataris.
  • Individuals who have offered exceptional services or possess rare talents valuable to the State.
  • Investors who meet property or business investment requirements.

2. Eligibility Requirements

  • Residency: Must hold a valid residence permit for the required duration (20 or 10 years).
  • Income: Minimum monthly salary:
  1. QAR 20,000 for government employees.
  2. QAR 30,000 for private sector employees.
  • Good Conduct: No criminal record (fraud, dishonor, or moral crimes).
  • Arabic Knowledge: Must pass a basic Arabic test or provide proof of proficiency.
  • Continuous Stay: Absence outside Qatar should not exceed 60 consecutive days per year.

3. Documents Required

When applying, you need:

  1. Valid QID (Qatar ID).
  2. Passport copy.
  3. Police Clearance Certificate (Qatar + Home Country).
  4. Medical fitness certificate.
  5. Proof of income (Salary Certificate, Bank Statements).
  6. Residency history record.
  7. Proof of Arabic proficiency.
  8. For investors: property ownership papers or commercial registration documents.

4.  How and Where to Apply for Qatar PR

Applying for Permanent Residency in Qatar is done directly through the Ministry of Interior (MOI).

Steps to Apply

  • Login Register on the MOI portal using your QID.
  • Fill in the PR Application Form with all personal and residency details.
  • Upload Documents (Passport copy, QID, Bank Statements, Police Clearance, etc.).
  • Pay Application Fee of QAR 3,000 online or at the center.
  • Application Review A government committee checks eligibility.
  • Approval & Final Payment If approved, pay issuance fees.
  • PR Card Issued Collect your Permanent Residency Card from the MOI.

5.  Processing Time

  • Temporary residence permits via property investment: around 2 to 3 weeks.
  • Full PR applications: can take several months due to detailed checks and limited annual quota.

6.  Annual Quota

  • Qatar issues only 100 PR permits per year (except for special categories like children of Qatari women). This makes approval very competitive.

7.  Benefits of Qatar PR

  • Right to live in Qatar without sponsorship.
  • Freedom to enter and exit without exit permits.
  • Access to public healthcare and education.
  • Right to own property in designated zones (Pearl, Lusail, West Bay, etc.).
  • Ability to establish businesses without a Qatari partner.
  • Greater job security and long-term stability.

8.  Important Notes

  • PR can be revoked if conditions are broken (e.g., Criminal Cases, Long Absences, or Fraud).
  • Absence from Qatar over 6 months may risk cancellation unless you get prior approval.
  • Investors can gain PR faster by investing:
  • USD 200,000 (QAR 730,000) Renewable 5 year residency.
  • USD 1,000,000 (QAR 3.65 million) Direct PR eligibility.
