Enforcement authorities across the three commissionerates of Hyderabad, Cyberabad and Rachakonda have issued approximately 1.17 crore traffic challans between January and mid October 2025. The total fine value of these offences is estimated at ₹492 crore, but only about ₹67 crore has been collected so far, highlighting a significant compliance gap.

Key Enforcement Figures

  • On average, about 40,537 challans are issued daily in the three commissionerates. The Hyderabad Commissionerate alone issues around 21,654 challans daily.
  • As per the breakdown:

Hyderabad Commissionerate: 62.8 lakh challans worth ₹215.07 crore
Cyberabad Commissionerate: 30.85 lakh challans worth ₹207.15 crore
Rachakonda Commissionerate: 23.73 lakh challans worth ₹75.58 crore

  • Fine payments collected so far:

Hyderabad: ₹44.01 crore
Cyberabad: ₹45.22 crore
Rachakonda: ₹11.54 crore

  • Pending fine amounts:

Hyderabad: ₹170.98 crore
Cyberabad: ₹161.92 crore
Rachakonda: ₹64.03 crore

  • Violations by vehicle type: Two wheelers accounted for nearly 81 lakh challans, four wheelers 27 lakh, with the remaining offences involving autos and heavy vehicles.
  • Habitual offenders: Around 12.39 lakh vehicles in Hyderabad and 4.68 lakh vehicles in Rachakonda have multiple pending challans. One vehicle in Hyderabad reportedly has 183 pending challans, and one in Rachakonda has 116.

Most Common Violations & Hotspots

  • Helmetless riding remains the top violation, with over 69 lakh challans issued this year alone for not wearing helmets.
  • Other frequent offences include overspeeding, wrong side driving, dangerous riding, mobile phone use while driving, and illegal parking.
  • Hotspots in Hyderabad Commissionerate: Falaknuma’s Rajesh Medical Hall junction (2.09 lakh cases), Sultan Bazaar, and Chikkadpally.
  • In Cyberabad: Kukatpally led in unpaid challans, while Miyapur had the highest pending fine value (₹8.10 crore).
  • Rachakonda: LB Nagar, Vanasthalipuram, Uppal and Malkajgiri registered the highest number of offences.
  • Enforcement tools: 317 ANPR cameras, laser speed guns, e-challan handheld devices, combined with traditional police patrols.

Challenges & Next Steps

Despite enhanced surveillance and enforcement, compliance remains low: only about 14% of the total fine value has been collected in the period. Officials warn that unless payment enforcement is strengthened, the deterrent value of penalties will diminish.

Authorities are now adopting tougher measures: vehicles of habitual defaulters are being seized, driving licences are being recommended for suspension, and new rules under the Ministry of Road Transport & Highways may introduce time bound payments and immediate action for unpaid fines.

Officials say the significant backlog of unpaid fines undermines public confidence and weakens the traffic enforcement regime, they urge motorists to clear dues promptly.

The data reveals not just enforcement volume, but the scale of road safety challenges in Hyderabad: a large number of violations, repeat offenders, and weak follow through on payment. For citizens and policymakers alike, the gap between challan issuance and collection signals a need for systemic reform better tracking, payment mechanisms, and behavioural change among motorists.
