In preparation for the upcoming Jubilee Hills Assembly by-election scheduled for November 11, 2025, Hyderabad City Police Commissioner V. C. Sajjanar has issued a series of strict prohibitory orders to ensure Peace, Fairness and Smooth conduct of the polls.
Key Directives
- From 6 p.m. on November 9 to 6 p.m. on November 11, all liquor outlets, Bars, Pubs, Hotels, Restaurants and Clubs in the Jubilee Hills constituency are to remain closed.
- A second phase of closure will be enforced from 6 a.m. on November 14 (counting day) to 6 a.m. on November 15.
- All campaigning activities will be prohibited during the 48 hour silence period before polling that is, from 6 p.m. on November 9 to 6 a.m. on November 12.
- The orders restrict public gatherings, processions, use of loudspeakers, and vehicle rallies.
- Temporary structures such as Stages, Pandals or Shamianas near polling booths are banned.
- The carrying of sticks, weapons or any object that can cause injury near polling stations is also strictly prohibited.
Purpose & Enforcement
Commissioner Sajjanar stated that the restrictions are meant to prevent any disturbance, unlawful assembly, or attempts to influence voters. Any violation will lead to legal action under election and public order laws.
He reiterated that ensuring peaceful and fair polling is the police’s top priority, with additional security deployment in and around sensitive polling stations in the Jubilee Hills area.
Impact on the Public
Residents and business owners in the Jubilee Hills constituency are advised to comply with the restrictions. Liquor serving establishments must remain closed during the notified periods. Political workers are permitted house to house visits in small groups (not exceeding five persons), but public meetings and motor rallies are banned.
The Hyderabad Police have appealed to citizens to cooperate fully and report any violations.

The orders, Commissioner Sajjanar emphasized, reflect the administration’s commitment to ensuring that the Jubilee Hills by-poll is conducted in a Free, Fair and Peaceful manner setting a standard for responsible election management in the city.
