A renewed diplomatic push led by the United States under President Donald Trump has brought fresh hope that the long running Russia – Ukraine war could finally move toward an end. A 20 point peace plan, jointly developed through extensive U.S. Ukraine negotiations, has now been formally presented to Russia, marking one of the most structured attempts yet to halt the conflict that has devastated Eastern Europe for nearly four years.

Ukrainian President Volodymyr Zelenskyy confirmed that the revised proposal replaces an earlier, broader draft and focuses on realistic, enforceable steps aimed at securing an immediate ceasefire, long term security guarantees, and post war reconstruction.

What the Peace Plan Proposes

According to officials familiar with the document, the 20 point framework outlines a comprehensive roadmap to peace, beginning with an immediate and unconditional ceasefire once all parties agree to the terms.

Key provisions include:

  • A mutual non aggression pact between Russia and Ukraine
  • Establishment of an international monitoring mechanism to prevent violations
  • Strong security guarantees for Ukraine, backed by the United States and European partners
  • Ukraine retaining the right to maintain a robust national defense force
  • Creation of a Peace Oversight Council, reportedly chaired by President Trump, to supervise implementation
  • A structured process for prisoner exchanges and return of detained civilians
  • Launch of a large scale international reconstruction and investment program for Ukraine

The plan also emphasizes Ukraine’s sovereignty and political independence as non negotiable principles, while proposing economic cooperation and long-term stability measures across the region.

Territory Remains the Biggest Challenge

Despite progress on many fronts, territorial disputes remain the most sensitive and unresolved issue. President Zelenskyy acknowledged that questions surrounding eastern Ukraine, including parts of the Donbas region and critical infrastructure such as the Zaporizhzhia nuclear facility, will require direct, high level negotiations.

Ukrainian officials have suggested temporary administrative arrangements or demilitarized zones in contested areas under international supervision, but no final formula has been agreed upon.

Russia Yet to Give Clear Response

The Kremlin has confirmed receipt of the peace proposal but has not publicly accepted its terms. Russian officials have stated that the document is being reviewed and that Moscow will respond after internal consultations.

Diplomatic sources suggest Russia may seek amendments, particularly regarding Ukraine’s Military capacity, Security guarantees and the absence of immediate territorial recognition in Russia’s favor.

International reactions have been cautious but hopeful. European leaders have welcomed renewed diplomacy while stressing that any peace agreement must be durable, enforceable and respectful of international law.

President Trump has indicated that further talks potentially involving direct meetings with both Russian and Ukrainian leadership  may be necessary to bridge remaining gaps and finalize an agreement acceptable to all sides.
