Registration Bill 2025 for Online Property Registration

The Government of India has introduced the Registration Bill 2025, a draft legislation aimed at modernizing and digitizing the century-old Registration Act of 1908. This draft bill proposes a fully online, paperless, and Aadhaar-enabled property registration system — a major leap towards simplifying land record management and enhancing transparency

Key Objectives

  • Digitize Property Transactions: Mandates online registration of all property-related documents, including deeds, agreements, powers of attorney, equitable mortgages, and sale certificates
  • Enhance Transparency: Integrates documents with a central, secure database to reduce fraud and ensure real-time title verification
  • Citizen-Centric Approach: Offers digital registration from home, reducing dependency on intermediaries and physical visits
  • Standardization & Audit Trail: Introduces standardized templates and retains the flexibility to accept varied formats without rejection

Verification and Identity Provisions

  • Aadhaar Integration: Supports Aadhaar-based e-authentication for ease of verification, with alternate methods for those without Aadhaar IDs
  • Accessibility Measures: Enables remote registration for physically challenged individuals or those unable to appear in person through CSCs or authorized agents

Administrative and Legal Reforms

  • Digital Certificate Issuance: Registration certificates will be issued in electronic formats and stored digitally
  • Appeal Mechanisms: Introduces clear grounds for refusal and a structured appeal process to empower citizens
  • Empowering Registration Infrastructure: Provisions for additional supervisory roles (such as assistant inspectors general of registration) to ensure smooth implementation
