Telangana Police Expected to Strengthen Zero FIR System Under New Criminal Laws

The Telangana Police is likely to increase the enforcement of the Zero FIR (0 FIR) system, a provision under the new criminal laws that allows any police station to register an FIR irrespective of the jurisdiction of the crime scene. The step comes as part of ongoing internal police reforms and challenges noted in the rollout of the Bharatiya Nyaya Sanhita (BNS), which came into force across India on July 1, 2024.

Under the BNS, victims of crimes especially Sexual assault, Harassment, Theft or Offences requiring urgent action can lodge a First Information Report (FIR) at any police station. The complaint can also be registered through electronic means, including phone or virtual submissions and will be treated as an official FIR.

Despite the legal provision, several reports over the last months indicated partial implementation across certain police stations in Telangana. In some cases, stations reportedly refused to register Zero FIRs, directing victims to the jurisdiction where the incident occurred, which violates the BNS guidelines.

To address these gaps, the Telangana Police has started an internal reform and modernization project, including digitization, citizen friendly policing and expanded use of E-FIR facilities. At least 30 police stations are currently undergoing pilot reforms focusing on improved complaint registration, transparency and accountability mechanisms.

Legal experts have emphasized that Zero FIR is not optional for police stations. Recently, the Telangana High Court also issued cautionary directions asking police to ensure lawful FIR registration while avoiding “Mechanical FIRs,” especially concerning online speech or minor complaints. The court stressed the need for a balanced approach that protects both citizens rights and fair investigation procedures.

Once fully implemented across all police stations, the Zero FIR system is expected to help victims receive immediate help without procedural delays particularly in cases involving Women, Children, Travelers and Emergency situations.

What Is Zero FIR?

Zero FIR allows any police station to register an FIR first and transfer it later to the station responsible for the area where the crime was committed. This prevents delay and protects the rights of victims.
